Washington Apple Health: A Health Insurance Answer for Many Parents

One of the many things we do in the WithinReach Call Center is to connect families to free or low cost medical insurance for their children.  Many families call us in desperation.  Sometimes it is a mom wondering how the family will afford to cover that unexpected medical expense, anticipating a startlingly high bill in the days ahead.  Other times a dad calls, having just received word from his employer that premiums for his health coverage will be increasing, making it difficult to make ends meet.  The common element to all of these scenarios is the relief, and often-unexpected surprise, that the Apple Health for Kids Program can take much of the financial burden off their family.
For 12 years, WithinReach has helped sign up children for Apple Health for Kids (AHK), the free or low cost health insurance. Last year we helped enroll around 4,300 kids and provided information about AHK to 20,300 more families. When we start applications for parents over the phone, we realize how resilient our Washington callers are.  They often find that they have to prioritize.  They worry about meeting the needs of their children, before their own needs.  Sometimes, after we complete the application for their children’s health insurance, they ask: “Is there something like this for adults?”  Unfortunately, in the past, we have had very few options to give low-income adults who are uninsured but that is about to change with Affordable Care Act taking effect right around the corner. Washington State’s Health Care Authority capitalized on the success of the children’s Apple Health for Kids brand and has created Washington Apple Health, a spinoff brand for its adult Medicaid program.
Many people are not sure what the Affordable Care Act will really mean for their family or find themselves anxious about what to expect in the coming months.  At the WithinReach Family Health Hotline, we are proud and excited about the opportunity to connect families to the health care relief that the Affordable Care Act will offer!  It will be such a reward to tell many parents that there now is affordable health insurance coverage for adults as well as their children.
October 1, 2013 is when the Washington HealthPlanFinder call center and website will open.  New health care insurance plans start on January 1, 2014.  If you have questions, we will be here, just a phone call away and ready to help.

    I am needing to have a surgery done to remove tumor on my hand and my Dr (PCP) has referred me to a Dr but I Cant figure out if they accept my insurance. They are closed presently and was looking for an answer on here if possible…The Dr is a specialist and I dont know if it would be covered.

    I don’t understand why my son was enrolled in the Washington Apple Care. I don’t want him on it. How can I cancel it and get a normal health plan? My regular dr doesn’t take apple care. How do they decide who is enrolled? I feel like it was a mistake if it’s based on income. I want to pay for a plan…. not be on state aid. Please help!

    So I was looking to find out what my coverage is and I get the impression that even though I received my cards, I still don’t have coverage? Really? Also, when I log into my application it says it’s incomplete? Yet I got cards. To make it all that much more interesting, it says you can’t verify my income. I am unemployed and Washington State unemployment is my income…… That can’t be verified? Please help.

      We understand why you would be concerned about your coverage. One way to check and see if you are currently covered is to contact your managed care plan directly. You can also check on https://www.waproviderone.org/client (using Internet Explorer) by entering your ProviderOne Client ID, Date of Birth and Zip Code. If you come to find that you currently do not have coverage, you can log back into the WaHealthplanfinder website and click on “Complete My Application.” People that begin an application but do not complete it should receive a reminder by mail or other method of their choice, letting them know they need to finish the application they started. Generally, income received from Washington Employment Security can be verified by the HealthPlanFinder. However, if you receive notice that your income cannot be verified, you should submit any supporting documents to show proof of income.     I see from reading here that there are several different options as far as coverage. I would like to know how and where to find the different options and the ones that I may qualify for. Also I found a list of dentists and the one I am currently using is not on the list and I was under the impression that I would not have to change doctors but how can that be if mine is not on the list? The other thing is on the dental coverage it only covers Nitrous and no other means of relaxing agent and nitrous makes me very sick then what just deal with it? Lots of questions and little answers and where to find them? Please advise!

      When you enroll into Washington Apple Health, you can expect to receive two cards in the mail. One is called the ProviderOne Client Services Card and is used as fee-for-service until you are automatically assigned to a Healthy Options managed care plan. Up until you receive your managed care plan card which could be from one of the 5 plans in Washington (Coordinated Care Corporation, Molina Health Care, United Health Care, Amerigroup and Community Health Plan of Washington) you will have to find a doctor, hospital, or pharmacy that will see patients on state medical assistance. Once you receive your managed care plan card, you can contact your plan to obtain information about physicians in their network that can provide services.     Just a quick question: I currently have my son on my work insurance plan, but I enrolled my husband and him on a new plan through washington health exchange. My sons coverage at my job will end on Feb 28. According to Washington health exchange, my son will not even be considered for apple health until after his insurance expires, and so the new insurance will not even list him as covered. I DO NOT WANT MY TWO YEAR OLD SON TO BE WITHOUT INSURANCE FOR ANY LENGTH OF TIME. So what happens on March 1st? Will my son not be covered at all? I have called and waited on the phone and still could not get someone to answer my question. If someone could answer it for me, it would be such a relief to know what is going on. Thank you~

    HI! I just got my son approved on the Apple plan. This will help me greatly as I won’t have to pay that huge out of pocket expense that I am currently paying at work. I am grateful that the state of WA is offering this service to hard-working, full-time workers who have huge out of pocket health care expenses!

    My question: I see that there are 4 or 5 managed care plans to choose from. I have spent a few hours sifting through the provider search engines, but I would like some input as to which managed care plan will be best for my toddler. Which will be easiest to get an appointment? Is the system going to be over-loaded with all of the new applicants? Can you give me some advice on what to look for when choosing? Thank you!

      Hi Graham! Even with Apple Health – You have options! Depending on the County in which you reside – It is possible that you have a choice of 5 Health Options Managed Care Plans to choose from. Prescription Drugs are most definitely covered.     Me an my two children got covered but my boyfriend didn’t.
    Why didn’t he get covered he isn’t working he has no income.
    How does this work? Does he have to pay or what. He has no money so how is he suppose to pay this… Help where confused !!!

      Hi Maria! There could be several reasons that an eligibility decision was not given for your boyfriend. My first thought is that it depends on your tax filing status. Since you are not married and probably don’t file taxes together, WAHealthPlanFinder.Org might require two separate applications.     I was told I can sign into apple who my physicians don’t take and change over once I’m in the system. No Dr will want to take APPLE, I don’t like being forced into insurance, Is there a LIST OF HEALTH COVERAGE DR.S AND DENTIST IN WA STATE WHO WILL EVEN TAKE APPLE….Pleas what dentist in Wa. is going to pull teet5h and supply you with more than plastic teeth?

      Hi Debbie. I can detect the frustration in your comment. With such a new and historical change in the way healthcare is being delivered across the States, there is sure to be some confusion in what exactly is happening and how these changes will benefit all Washingtonians.

      I suspect the confusion here is that the brand name “Apple Health” is newly coined and not all Healthcare professionals are aware that is actually represents the Medicaid program here in Washington State. With “Apple Health” you are actually given options! You are given the choice of up to 5 Managed Care plans depending on the County in which you reside.

    I’m trying to apply for free coverage as I just lost my unemployment income. Never being unemployed before this is all very different for me. I applied online but it does not provide any information ! Nothing about what is covered, nothing saying I would get anything in the mail proving I was covered, nothing about anything !     No one will ever be able to get through to the Health Exchange. Not even the navigators can get through. I believe that is the plan all along. Those who have been, If you want to say” lucky” enough to get Apple for adults, pretty much none of the doctors accept it where I live and you will not be given an option to pick a plan because there aren’t any to pick from. As for the fine… I found this… Forbes magazine
    It’s hard to come up with new ways to describe the Obama administration’s improvisational approach to the Affordable Care Act’s troubled health insurance exchanges. But last night, the White House made its most consequential announcement yet. The administration will grant a “hardship exemption” from the law’s individual mandate, requiring the purchase of health insurance, to anyone who has had their prior coverage canceled and who “believes” that Obamacare’s offerings “are unaffordable.” These exemptions will substantially alter the architecture of the law’s insurance marketplaces. Insurers are at their wits’ end, trying to make sense of what to do next.

    So listen peeps quit sitting back and letting them dictate what you are going to do. Start reading and acting. You might get somewhere

    I was not given any options, when I phoned in. The lady said I could not bump up to a sliver plan even though I can afford it. She said because I had no income, I had no choice so she signed me up with the Apple plan. So my wife land I are snow birds traveling to the Gulf of Tex in the winter, which is where we are right now. Will the Apple insurance cover me while wintering in Texas? or Can I bump up to a silver plan like I wanted to do in the first place? Please help!

      If you are applying through the Healthplanfinder.Org , you will automatically be enrolled into Apple Health Insurance if you meet the guidelines. It is quite comprehensive and as with all Adults covered under this program – It is Free. It includes not only full medical coverage, but you will also receive coverage for dental care. When traveling out of the State of Washington, you are covered for Emergent or Urgent Care. However, Preventive & Routine Care service would only be covered within Washington State. If you would like to “bump up” to a Silver Level Qualified Health Plan, you can certainly do so. Unfortunately you would have to purchase your plan through a broker or directly with an Insurance Carrier. You would not qualify for a Health Insurance Premium Tax Credit if you are purchasing outside of the Exchange.   21. My husband and I were just accepted to Apple CAre under the Affordable Care Act will we assigned to a physicians our area, which is Issaquah WA? Are

    We were also given no option as to health plans. We are going to be on the Apple Health Adult Coverage. I see that is says that we will be assigned to a Managed Care group. When I looked at the CURRENT Provider1 page I was able to access a list of physicians and clinics that are currently covered. My question is, will we still have access to that list of providers or will we have Any input as to which managed care group we go to?

    where can i find out what the Apple Health benefit limits are, such as how many phys therapy visits per year, how often phys evals are covered, what vaccinations are covered (shingles? immunizations for overseas travel etc). what about doctor visits while traveling out of state? how soon will the adult Apple Health people be switched to managed care? what about homeless people who have NO ADDRESS. thanks. debbie
